Maintenance and rating guards

Two aviation-specific rules run on every booking. If the aircraft has reached its maintenance-due Hobbs, the booking is refused. If the instructor does not hold an approved capability for that aircraft category, the booking is refused. Both are enforced by the server, so they hold no matter who is doing the booking.
